Here are the pieces ('Heroes' by Kevin Sharpe and Andy Smith ; 'Villains' by Richard Pollard and Nathan Massengill ) intended for the covers of the unpublished Book Handbook #1.

I've also attached the 2nd ad page for the handbook.

All of these scans are from Previews Vol.VIII #7 (July '98).

The Book Handbook #1 was never published, but here's the ad from Previews Vol. VIII #7 (July 1998 for items scheduled to ship Sept. 1998). It was apparently going to include a "Things to Come" centerfold poster by George Perez and Tim Townsend, along with an offer for a free poster featuring Chimera by Kevin Sharpe and Perez.

I've attached a separate scan (from the same ad) of what appears to be the Sharpe/Perez Chimera poster illo.

Last is a scan of the art which accompanied the solicitation for The Book Handbook #1 in this issue of Previews. Could this be something that George inked? It's certainly not the art intended for the cover of the handbook - there were going to be two covers by Kevin Sharpe/Andy Smith and Richard Pollard/Nathan Massengill, so maybe the art in question was going to be used as a pin-up.
